TECHNOLOGY POLICY BRIEF SERIES

The Technology Policy Brief series explores the barriers facing large-scale, low-carbon electricity generation and increased demand-side energy efficiency. A price signal stemming from a nationwide cap-and-trade system for greenhouse gas (GHG) emissions may be a necessary condition for the continued development of low-carbon emission technologies, but a price signal alone may not be sufficient for broad-scale deployment. Significant technical, legal, infrastructural, and social barriers may prevent the implementation of the technologies and efficiency improvements necessary to reach carbon emission reduction goals.

This series provides an overview of the barriers and outlines general policy options for lawmakers who wish to speed the development and/or wide-scale deployment of low-carbon energy technologies. Papers cover wind power, energy storage, residential energy efficiency and utility energy efficiency.
