A talk by Bill Blomquist, Professor, Department of Political Sciences, at Indiana University Purdue University Indianapolis (IUPUI).
The discussion centers upon how polycentric institutional arrangements might be appropriate for the management of complex resource systems, such as watersheds, under conditions of scientific uncertainty. Dr. Blomquist is the co-author of the forthcoming book "Enhancing the Political Watershed."
